Price Chopper moves forward with plans to relocate their Noland Road location to Noland Fashion Square

Tri-Land presented their plans for the Redevelopment of Noland Fashion Square to the TIF Commission.

The Developers behind the redevelopment of the HUB Shopping Center at 23rd and 291, presented their plans to the TIF Commission, for what they hope is their next project. Renovations of the long blighted and abandoned Noland Fashion Square.

At the center of the plans is their partnership with the owners of the Noland Road Price Chopper, the McKeever’s. They of course are the owners of the Price Chopper that anchors their last project at the HUB Shopping Center. They now hope to make Price Chopper the anchor store of the redevelopment at Noland Square.

Price Chopper will close their Noland Road location in early 2028 regardless of if this plan goes through, or not. Without this project, they have no other plans to relocate inside Independence. Likely moving into Kansas City, or perhaps no relocation at all.

Most of the buildings on site would be reused, with the former Toys R Us, housing the Price Chopper. That building was originally intended to be a grocery store, so making modifications and rehabbing it, is the preferred option.

While they are in serious discussions with several businesses they hope will fill the other storefronts, they were hesitant to name any before the project is approved.

They did mention that the site of the former Gordman’s is in the best shape and could be broken up into more than one storefront, but there’s also the possibility one larger tenant takes the entire space.

TriLand wouldn’t own the Olive Garden or America’s Best, but did express the desire to work with them to perhaps update their buildings at some point in the future.

Major improvements and a nearly complete gutting of all sites that would remain standing are expected. As are significant improvements of the facades of all existing buildings and the addition of new outlot buildings . An additional traffic light is planned to make it easier to access both Price Chopper and HyVee from Noland Road. They mentioned multiple times that safety is one of their main concerns in trying to return the area to a profitable space for the city.

The project gained the support of the TIF Commission, with only one commissioner voting NO.

It will move to the council for a first reading and vote in the coming weeks.

If the project stays on the hopeful timeline, they expect the Price Chopper to be opened by late 2027.
